Pulsating Steering wheel

So i've been having this issure for a while.
Replaced rotors. Checked balance on all 4 corners. My steering wheel is still pulsating. Especially coasting down from 70-80 mph, right at 45-65 mph range (no brakes apllied) Goes away when brake is applied. Above and below that speed I can't really tell. but it is definitely there at 60 mph.

I couldn't find any visible blemishes on tires, maybe uneven wear? I havn't checked the thread wear yet.

What do you guys think? suspension bushings? tires?

Dinged or bent rim.

Check you rotors and make sure they are not warped. The caliper may be bad and warped the rotor as a result. This can happen even to new rotors. If the rotor is still good, then I would agree with the other poster about your rims being out of balance either warped, need a weight, or other.
