European-style license plate with CALIFORNIA tags??

This afternoon, I was driving west on 91 freeway in Riverside and saw a Mercedes sedan with Euro-style license plate (with a picture of California State flag on the leftmost part of the license, with a red-coded 2011 tag on the top and month sticker on the bottom and right corner). Even the plate is "personalized".

Is it legal??? I don't know if it was issued by California DMV, but it does look that way.

Would love to have it if it's a real license plate, Euro-style, for my Bimmer.
