Rubbing on Rear Fender Liner - Help!

I have just put on my new summer setup.

The rear fenders needed to be rolled. I am still having some minor rubbing in the rear at high speeds or going over moderate bumps. The rubbing is coming from the rear wheels rubbing against the rear liner. It seems when I had the rear fenders rolled the liner has bubbled out just enough to cause the rubbing.

Any suggestions on how to fix this?

Cut a small piece of the liner out where its rubbing or let it rub until it eventually rubs it away.

Btw I sent you a pm regarding everything you asked about Derek

What he said. Most fender rollers will do this when they do your fenders.

Is there any downside to cutting the liner?
