If we stipulate that God is both consistent and omnipotent, then I believe He cannot make such a burrito. If God is inconsistent, then it is pointless to ask any such question, as He could always change the rules of the game. If God is consistent, then He cannot act contrary to His nature. If being omnipotent is an immutable quality, then the existence of such a burrito would be impossible.

If your question is limited to one of the persons of God (trinitarian view here) then maybe God the Father could make a really hot burrito that the Son or the Holy Spirit couldn't eat. But this doesn't make sense because both the Son and Holy Spirit would still be omnipotent, so no burrito.
