Waste gate adjustment

Ok when I rebuilt my turbos awhile back I adjusted them watching turbo labs which was to the half moon mark. I later read you should do it using a vacuum gauge. But I have read different things on when it should be closed. Though I see 6inhg closed but flapper can turn by hand. 7inhg closed and no flapper movement. My front waste gate is closed with no movement at about 8inhg.
Is that good enough or dose it need to be dead nuts on?
