Anyone coding in Cincinnati?

I need a few things coded in my new car, first is the lighting by the feet, can we make them stay on when the headlights are on? Second use fogs and AE's as welcome lights, third is the belt noise! I know I should wear it but sometimes isn't necessary (real short trips with no traffic). Thanks! BTW, I'm a complete noob when it comes to coding and such.
