BMW E90 Headlight throw adjustment doesn't work?

Hi,

Next to the switch to turn on the headlights there is a little wheel with numbers that go 0, 1 and 2. This as far as I'm aware is meant to be used to raise and lower the headlights slightly depending on the amount of people/luggage in the car.

When I play with this scroll wheel it does nothing ? Where do I start looking ?
