Paint Reflectors...issue Help!!

I've gone through the steps prime, wet sand, put on final coat, however the surface is what I would call bump. Can I wet sand the paint before putting on clear coat, if so what grit etc tips.....want to make sure it matches car's paint. Thanks in advance for the help
