My guess, after taking a quick look at your pic would be, looks pretty similar to something in Canada we call Photo Radar. Basically the device on the roof of the van is a radar device and a camera. The radar device will emit a beam that records your speed and if you are speeding, the camera is triggered and it take your picture, (actually the license plate is what it really wants). In 10 - 15 days, you get a lovely speeding ticket in the mail. Either that or it' an x-ray van used my utility pipeline guys to x-ray underground water pipes for cracks....probably photoradar......

It's a government based mobile cashpoint machine - these work in the opposite way to normal cashpoint machines. We normally take money out of normal ones, whereas government ones accrue money at a drastic rate and it never gets dispensed!!
The unit on the roof towards the front looks like air-con to keep the workers inside who posess no morals cool! The camera is probably to record and fine all the drivers who are not speeding but still give the camera man the middle finger as they cruise on by at 40.9mph |

The abscence of much in the way of makrings would make me think like DervFan that it is an ANPR van as opposed to a Scamera partnership Talivan.

Rebelious motorists get a slap on the wrist and a further ban to the licence that they're diving without in any case.. that's the real deterent.

I'm all for actively pursuing and punishing those driving without a licence/insurance. Mr grudge is with the positioning and usage of speed cameras.

The camera on the roof seems to have an IR source, which backs up the theory that its ANPR. It depends if it were parked on an open stretch of road, in which case it could be a mobile SPECS speed "enforcement" van. Was there another parked further down the road? If not, then my bet is that its running plates entering the terminal in the same way as vehicles entering Gatwick or Heathrow get scanned to see if they are on the "watch list"

ruislip high street had one of these parked.. just after the station bridge, so as you go over to the set of lights. i.e. it catches people going over and through the green lights over 30mph. Scum though as its not really well marked as a camera van... no sign on the back, just on the side!
