If you're comparing with the USA. Their gallon is smaller than ours.

A UK gallon is circa 4.546 litres
A US gallon is circa 3.79 litres. Therefore a car that does 30 miles to a UK gallon will do 25 miles to a US gallon. Calculated as: (30/4.546)*3.79

It's a long and boring tale, basically the English gallon was a measure of grain, based on number of heaped scoops. When this translated to the States, they used a knocked (or level) scoop which created a smaller nett volume of measurement.

As an additional incentive, after the little independence fracas, the Americans didn't like the English very much and so were reluctant to use the "imperial" gallon and settled for their version so as to be different.
