Did my wheels come with TPMS?

I bought wheels from someone and they said that the wheels dont have TPMS and I bought the wheels with the tires already on. BMW OEM style 162 wheels BTW. So I put the wheels on and drove around my neighborhood and the TPMS light never turned on. I even went to the menu and it says the TPMS is "active". Does it take a while for the car to register no TPMS or is it immediate?

A lot of 162's were pre-TPMS. You can pull into any local tire store and have them scan the wheels. Your computer will take 30 min or "x" amount of miles before rechecking for updates on sensors.

If you have an LCI, most likely if it did have sensors, they would be the wrong ones because of the age of the wheels. If someone had them on an LCI, they might have upgraded the sensors.

The valve stems are not metal so I guess there's no TPMS. If I take TPMS out of my original E90 LCI stock wheels, will it fit in the 06 style 162 wheels?

Yes they will. You might need a rebuild kit depending on how many miles/years are on your current set.
