Low coolant temps after changing thermostat

So,I 've search through the forum but it seems everyone is getting high temperatures instead of low. Two weeks ago I had to pick someone up. It was snowing and cold, the heat started but after driving with about 50mph it was getting colder. I waited for my friend for 5 mins and the car got hotter to about 80-85C. I started driving and coolant temp got lower. I called my mechanic and we both thought it was the thermostat...He changed it alongside some other things but not related to coolant system. He used 50% coolant and 50% water. Told me to check the coolant level in the morning(i got my car tonight from him). I started driving and turned the hidden menu on because I wanted to check if the car will get warm faster. It didn't. It is still below -2,-4C degrees.I drove for around 15 miles but at most I got 75C. I parked in front of my house and waited for about 10-15 mins and it got up to 100-105C. I shut off the car and asked my mechanic why it took so long to warm up but he wasn't sure. So did anyone experience such a thing...I got the heat on when I am usually above 60-65C(that's what I've noticed) but it is really hot after 70-80C. He said the thermostat should be working perfectly. Is there anything else my mechanic and I didn't notice ? Any suggestions ? He told me to drive tomorrow and see if everything is ok and if it is still not ok to take the car back. Funny thing is my work is about 4 miles from home,so i am pretty confident, it won't get warm in 4 miles.

Check for DME fault codes. I had the same symptoms when the thermo fan wasn't plugged in. The DME forces a low coolant temp target, which it can acheive at speed but not when stopped.

The thermo fan was not plugged all the way back in after mechanical work. I plugged it back in and it was fixed.

You need to read DME codes to know what's going on in your case.
