yup, sounds about right... DEFINITELY file a complaint with BMWNA and only go to BMW Silver Spring from now on. I've never in my life had a pleasant experience at VOB.

I confirmed what pseto said, VOB was recently purchased. The buyer was Towson BMW. They are now referred to as BWM of Rockville.
