What is the best scratch remover for tiny scratches that can be used with or without the BMW touch-up paint? thanks

Rubbing compound will get fine scratches out.

Be careful with compound. It will remove clearcoat
Try polish or Glaze first

I just ruined my hood by using rubbing compound... now I got patches of dull spots on the hood, if you know what I mean.

Not trying to thread-jack, but what can I do to recover the scratched-up clear coat?

there are clear coat compounds specifically designed for that type of stuff.
