pro tuner can't get boost over 0.8bar, why?

Hi
bmw e91, n54 engine, auto transmission, car from december 2006

run on 95 oktan in Denmark. That is 91 ron to compare to the USA
gasoline.


vrsf inlets
vrsf downpipes
stage 1 turbos, bigger compressor, 360 bearing, watergates

Spend the hole day at the tuner, seeing them load
5 different maps, rolling road runs.....
Boost not getting over 0.8bar
The map asked for 1.2 - 1.4 bar
But the car kept it at 0.8bar
They measured the duty cycle on the valves
that control the waste gates, they were working, and doing what the
dme told them to do. So no leak of air or defect valves.

I think it is very weird. The tuner has made 50 other 335i with this software.

Are there tuners here, or guys that have a good idea what my tuner is missing?

I really hope you guys can help
