Difference Visitor Message and Private Message

What is the difference between a Visitor Message to a user, and a Private Message.
Wit some users, I see the option that I can send a private message, with others I do not see that option. Why?

Visitor message is like posting on their profile wall.

Private message goes to their inbox.
