Two bucket wash method. Done. My neighbors complain all the time but they can't say anything if I use two buckets to wash my car. It would make better sense if you were in California. :

Since the 'save water' incident I've had 3 big scratches (through the clearcoat) in my door, one that's actually dented the panel slightly, and scratches in the clearcoat between them. Looks like someones trolley/cart hit it so the 'save water' is the least of my problems

Agreed... Cali's drought is major and occasionally get the stare / wtf look but that will not stop me from treating my child (car). You have every right to be upset OP, keep doing you and they can cry over spilled milk if they like.
