Try USPS - parcel mail..
You need: from - to zipcode
Rims with mounted tires fit in a 25" x 25" x 12" box size
go for the 70 lbs (max).

You don't have to put the wheels into boxes, however make sure you pad the front and back of the wheels with lost of cardboard and phone. Then cellophane wrap the whole thing and and slap a label on it. I'd call around different shipping companies...DHL, UPS, FEDEX, and lastly USPS. USPS tends to be more expensive in my experience.

I shipped a set of 18" Roush wheels with tires mounted on the from DC to LA for $45 per wheel by UPS. I think FedEx actually had the best price @ $37, but I was in a hurry and went to the UPS store next to my house for convenience. Covered the "good" face of each wheel with cardboard and then shrink wrapped each one with a 6" wide roll of the stuff from Office Depot ($5-$7). One roll was plenty.
