Does the Radiator Fan turn-on on Start?

I noticed that my temp went up about 10 degrees from changing the cobb map from 1+ to 2+fmic. I thought it was just the change in maps. But when I pulled up to work, I thought I would check the engine while it was around 245 degrees on the temp. I noticed that the radiator fan was not running.

Is that normal? Shouldn't the fan be on when the car is hot? I checked the connection and replugged it in. Still doesn't start. It ran before when the engine was hot (at least I think it did). Anyone know how the radiator fan works or when it turns on?

Should kick on at certain temp.
Start car when cold and and wait to see when it is actually turning on.may take a while but will confirm if you actually have an issue with it.
