In theory you could still be prosecuted without a stop, but very very unlikely, especially given how close the driver was to the limit in this case.

Mate, with a speed gun. They need to tug you.

Coppers usually only do it when there bored, as Scamera Vans do it so easily for the Law enforcement people.

They need pic evidence and also speed. Just speed is not enough. Thats why they tug you, establish who was driving, show you that you were over the limit with the reading on the gun etc.

A statement from the rozzers ID'ing your car and linking it to a detected speed is enough to convict.

But the guidelines say to stop you because that way the chain of evidence is clear. They can positively ID the car and driver.
