OEM Automatic Xenons, "always-on" issue

Hey guys,

I was wondering if you guys could help me out with something: What controls the automatic lights to let them know when there is enough light outside to turn the headlights off or on when it gets dark enough? Is it in anyway connected to the rainsensor on our windshield? My car seems to keep the lights on all day if I have it on automatic, even if it is bright as all hell at High Noon. My rainsensor is currently missing, so I was wondering if the always-on lights are in someway connected to the rainsensor. Thanks!
