E90 Ministry of Revenue Problem?

I bought a pre-owned E90, there was no wholesale on the Used Vehicle Package as with previous BMW's I bought. I went and registered the car and paid the HST on the actual sale price of the car. The ministry sent me a 1378 dollar bill to pay taxes on this car today. "Retail Sales Tax Assessment" payable to revenue Canada.

What the hell?
Never happened on any other car i purchased.

Does anyone have any ideas?
I already paid the HST when I registered the car...

This is a local GTA car.

My guess would be:

a) the price you paid for it was below market value, or

b) you asked the seller to give you a receipt that shows that you paid $x but in fact you paid something higher.

So they are assessing you for the difference between what you paid for it and what it was actually worth.

If it is a), then you can show them how much you actually paid and you should be fine (by showing them your bank statement). If it was b), you are SOL.

So what happens to the money already paid? Must of gone to waste.

Does it show on the assessment how they calculated the $1300?

Let's say (for example) that you paid HST upon registration on a $20,000 sales price; at 13% that is $2600

If the assessed market value of the car is $24,000; that works out to $3,120.

You should owe the difference of $520. Perhaps they charged you a penalty fee? But, what you paid before certainly would not have just disappeared.
