Underside body damage

Last night while driving at 70mph on the highway. I hit a tyre waste lying on the road which I couldn't see.
I noticed this morning the underbody cover has come off at one location. Do you guys know any fix to this? Or should I put a scotch tape to put the rubber back in place. Or I should take it to a shop. And please If you know how much it would cost to repair it.

here are the photos, its not a plastic but its probably some rubber and i think it was bolted to one side

I had my middle section tear down into the pavement after going for a test drive after downpipe install. The middle section was like and air brake until it tore down. It tore off the middle plastic section as well as the "felt-like "material I think is for dampening road noise? I replaced it myself for $150 in parts. I ordered online. Dealership quoted me at 1- 1/2 hr labor and $275 in parts

You give no indication of which model E9x you drive so I can't be specific. RealOEM.com shows all the under body panels and components. You can order a new part. The piece you have an issue with looks like one of the air deflectors near the rear axle. Here's the schematic for a 2006 E90 as an example.
