is it possible to swap the valve stem with tire still on the wheel?

i lost one of the oem caps and replaced it with whatever i had at the moment which was a mistake. it was a metal valve cap and over time it got seized. cap wouldnt turn by hand so ive tried turning it with a grip and it broke off the valve thread.

so only thing i can do now is to replace the valve stem but the question is
do i need to take it to shop and have the tire removed first or is it possible to just replace it by unscrewing it? from looking at the picture, it looks like its screwed onto the sensor?
give me some help

You'll need to dismount the tire.
