It is to change the amount of pressure required for it to blow off. If you have it tight it'll only blow off at high boost and loose you'll always hear it even a low throttle. You'll hear the flutterdump style sound if its super loose and a loud purge if tightend a lot

I'm not too sure to be honest, I heard it depends on your boost, how many pounds are you pushing out? Some people like it really loose so everyone can hear it others like it tight so they can be low key? And I also believe that the looser it is, the more boost pressure you vent out
