what exactly does it take to have a flush look on a car?

For example, would these wheels here look flush on my car? e90 335i

back yea pretty much. front no youd need a spacer. the normal size on the front would be 8.5 et 35 or et30. also im gonna warn you against getting wheels that cheap. not only will they most likely be pretty heavy and possibly harm performance but could also be cheaply made and bend easy and/or be dangerous.

Not even close. Assuming you truely mean flush. You'd need a 20mm spacer front and rear with those wheels. If you want flush you should go with some wider rims like 9.5 up front and 11 in the rear.

19x8.5 ET35 front / 19x9.5 ET32 rear would I need spacers for these?

If you really want flush you'll need spacers. If you want bolt on you cant go much more without rolling your fenders.
