Missing fuses

Noob warning:

I recently bought a 07 335i, and according to the original window sticker I have Comfort Access (yes ridges on door handle and replaceable battery on the key). This has never worked in any way since I got the car. I went to check the fuses and there are 20+ fuses missing and the spots are scattered through out the box. Is that normal? Would it be a good/bad idea to go to walmart and put the correct size fuse in all the spots? The car is working perfectly besides th CA, no warning lights or codes.
