Yes, bungs are sealed but can be opened if you decide to get meth later.

On the catted DP, will this pass emissions? Since most emissions is just checking for codes, does it pass where a DP does not? Or is it just a smell and ECO thing to do

I am pretty sure that it won't pass emission in California.
However, different state has different law when it comes to checking emission. You might want to ask people in regional forum for input.
