The outside ring is a little more yellow in color than the inner ring and as you've mention, it is not as bright due to the light tubes. But for 16 bucks, who cares? :P They are brighter than LEDs but of course the LEDs are prettier....

Question from a noob, but do you have to buy two sets of lights? seeing how there are 4 angel eyes?

Nope, 1 bulb lights the 2 AE in the same housing so you would only need 1 set.

Sounds good! just picked up a pair of 75000k H8's for the AE's and h3 bulbs for the cornering lights (my went out)

A friend did it. It made a slight difference in brightness. Not much.
