Post-Hurricane Residue

Ever since Sandy hit, my car has had this strange grainy film all over it. No matter how much I wash/scrub it, it won't come off. Does anyone know what this is, or how to remove it? I'll try snapping some shots later on so you can see what I'm talking about. Any tips/information would be greatly appreciated.

Could be hydraulic oil from the crane that broke. I'm not kidding, I was in the area when it broke and everything was covered in oil film.

I'm not sure what it is, all I know is that it's really on there. Hopefully the alcohol does the trick, if not I'm back to square one.

I would try a citrus wash, which will degrease and take off current wax, then clay it, wax, polish, and seal. Should come off. Also, try to clay first also.

I haven't had a chance to clay the paint yet, but I took a razor to all of the windows and scraped whatever this substance is off. It was a pain in the ass, but it came off. I'm seriously baffled by what this could be.

Seriously, if it came off the windows at least the paint isn't pitted from flying debris. Whatever you do, you SHOULD be putting back a final sealant when you are done.
