Former spare tire area?

I just got a 2009 e90 and noticed under the floor in the trunk there appears to be a space for a spare tire, though half of it is taken up with some sort of panel. Any idea why BMW decided to stop providing space for a spare tire, and what's under that panel?

If you look underneath the car, the mufflers take up all of the available space under there. I've actually thought that it might be possible to make a space for a compact or collapsable spare by using an aftermarket exhaust with more compact mufflers, but have not done anything at all toward that end.
