I find that picture is hard to believe since I'm running 19x9.5 +20 and I'm next to my fender at -2 camber when that car is 19x11 +25 according to you which mean that it sticks out 13mm more than mine which I don't see in the pic.

The picture and the specs are posted by two different users.

On a different note, what offset specs would clear most BBK?

Its not about the offset. Its about the way the wheels are built to clear BBK or not. So u need to ask the people who u buying Ur wheels from to make sure.

Judging from the picture I would say its varrstoen 19x9.5 and 10.5 with somewhat +25 offset.
