These Russians are crazy. Horrible driving and it's not only the civilians, it's the cops too, military, navy (jet plane).
It's safe to assume that they drink and drive all the time.
It's crazy to see how much they speed in the middle of crowded streets.
They need to stop listening to that Techno music and concentrate on their driving.

that bulldozer guy, if it's the clip I'm thinking of, he gets dragged out of the seat by 5 or 6 guys and beaten severely in the face

I've seen it on Fox as well about a week ago.

It is just a late followup for the recent Texas pileup. The orders were barked to all major news outlets to "compensate" for the Texas news by digging up information on bad driving in Russia. And the above video just happened to be something that popped up high in the Google search results.
