I have a 2006 e90 with stock halogen non-angel eye headlights, Will Euro halogen LCI headlights with angel eyes fit on my car, coming from a 09 e90?

Yes, no coding needed so long as it is halogen to halogen. Straight swap

How ab xenon, can i do the same with xenon models.!?

No, your car will throw errors.

You can install xenons but it is quite complicated. You'll have to do complex coding and rewiring, not easy if you want to DIY. Halogen to Halogen is fine though
