Intake + downpipes should do the trick. But, you'll definitely need to (tune) dial up the boost for more pressure and more "whiny" type sound that you're looking for.

But yeah, DCI + tune + DPs will do the trick. Vented hood will make everything much louder as well. My turbos set off car alarms in my work parking garage with the vented hood lol.
