Can wet sanding...

...blend in paint touch-ups from paint pens? I have a couple areas than need the hook up.

Yes, but I wouldn't use a paint pen to fill in the area. I would get a plastic/paper bowl and get a little paint out from it and buy a really small fine paint brush. Get the brush wet with a really small amount of paint, but don't actually paint with it. Just dab it on the scratch to fill it in. Go to AmmoNYC's channel on youtube and he has an excellent 2 part series on wet-sanding with and using touchup paint.

Generally you don't need to wet sand if it is a small chip. Glob remover works well in this situation. Go to a hobby store and get some fine brushes for applying the paint. Here are the videos Otruba_843 was talking about.
