Rotor Scratch

My brake rotors and pads are only about 6 months/15K miles old. Today I saw I have a 'score' on my front right rotor:



I took out the outside pad to see if anything on the pad causing this. Other than the copy of the score, I didn't see anything on the pad.



However, when I run my finger from the center of the hub towards outside of the rotor (on the surface), I feel it's not a score, but could be a step-down effect.

Could this be a defective rotor?

Any input?
