repairable bumper? cost to replace?

so my e91 had this when i bought it, a rather badly scratched lower bumper. eugh.
any suggestions on how to repair this damage or at least mitigate the visual impact?
alternatively, what's the cost of a good, unpainted replacement bumper? and the cost of getting a paint match + the bumper painted? should i expect to pay $1500? would it be much easier and cheaper to just paint the damn thing myself?

Honestly there is a cash of refurbished and used bumpers out there. Repairing plastic bumpers is never a good idea and cost efficient. Maybe it is time for a mtech upgrade.
