1) File Police Report
2) Get Estimate for Damages
3) Demand Payment for Damages
4) File Suit in Appropriate Court in your Jurisdiction Depending on Amount of Claim
And, obviously, don't be friends with awful people who damage the property of other's because they have the impulse control of a 6 year old.
Really sorry about your car. That's just terrible. I'd be devastated.
