theft because of what is stated above with the possibility of actually taking the sticker with them (use, sell). lots of people dont just destroy reg. sticker when they take it off the car but to actually use it or can sell it. (if they can get that reasonably clean off the plate)
but dang you know the law well.... thats lawyer terminology!
