FYI, different pins have different allocation for different bulbs.
OP's life would be a lot easier if he just check the terminals of the connector going to Halo rings.
More specific and more sensitive test IMHO.

+1 on checking it first before buying / replacing the FRM.

And just to correct, resetting the FRM back to stock would not help usually in such cases.
