I had this issue(30FE) from the day I drove the car home after buying it.
Went through all the possible causes and determined it was a vacuum line issue.
I extended the vacuum line between the solenoids with a straight connector and about 2 foot of tubing. (where the 4 inch vacuum line is) I have had overboost issues in over 18months from this fix. Before I couldnt go WOT without induce limp.
Assumption is the vacuum pipes we brittle and had splits in them,causing the the vacuum to drop and return to normal within the tubes, the spikes were registered as an overboost error.
