For anyone else who's "1b.hex" file contains a generic/incorrect VIN of "1234567", I ended up buying an ENET to OBD2 Connector (~AUD $7.50) and followed
vespa's method to download the 'generalPersistencyData_DiagnosticSWTController' file and manually extract a valid 1b.hex file:
