Unfortunately yes, the lens needs to come off but it’s an immensely satisfying DIY.

This is the best video I can find on it right now but it’s much easier to cut the lens off with a dremel or cutoff wheel and then heat it a bit, so you can pull the fragments out of the channel with a pair of pliers or channel locks. Clean up the groove and use Morimoto retro rubber or similar to reseal the new lenses.
It’s not nearly the pain I thought it was going to be.
I did need to use some Morimoto compression clips to hold the new lenses to the headlamp. Overall it’s a satisfying 5 hour or so DIY
