I wouldn't say it's normal for the bump stop to tear at 60k miles, but it's probably more about age at this point (your car is 11+ years old.) That part is some sort of foam rubber. Depending on the conditions in which the car has lived its life, "squishy" parts may have a reduced lifespan.

You can pick up a whole shock mount hardware kit for around $80 for both sides. You've got the car jacked up -- that's half the work right there. Pull out the trunk liner, unbolt the shock from the top, unbolt the shock from the bottom, compress shock by hand, pull shock out, replace old bits with new, assembly is the reverse of disassembly. A pass-through socket set would be handy for this job.
