The VED increase is fair, but the price you agreed should have been inclusive of delivery, plates etc..
This was the case with my car and it does sound as if you dealer is trying it on.
I agree with silverbmwz3 on the part ex - this would have been the first thing to agree on my list.
I know that there is a gap .. but my dealer just agreed an expected milage increase to the point of delivery and a valuation as of that date.
