You could try cutting the rubber bit off with a Stanley knife. This might give the bolt some extra movement so that you can lift it a little to help it catch on the threads to help you extract it. Then it may be a case of retapping the hole and/or just fitting a new bolt and rubber depending on what kind of state it's in.
