When you have daytime lights on your taillights are on too.
Go through your menu and disable your day time running lights.

Jeff my car has daytime lights and only the front come on all the time. The tail lights only come on when it turns the actual lights on because the sensor detects low light or time is around 8pm (I have it on auto). Yeah am 100% sure only the rings stay on all the time not the tail lights. A buddy of mine has new 2012 F10 5series and it acts just like my car so maybe there is something wrong with your car.
