Before I had my front bumper redone to fill in the holes, I went to the hardware store and picked up these tiny plugs for pennies each. They fit snugly into the holes and barely stuck out. Threw some touch up paint onto the face of the plug and had a nice easy fix for a couple bucks.
From more than 10 feet away, it was impossible to see the plugs, they were smaller and less noticeable than the actual bumper plugs for sale.
