Don't take this the wrong way but that isn't correct... they rated it wrong or labeled it wrong, unless some film companies use opposite rating values... But that wouldn't make sense since it's standardized...

VLT stands for how much visual light is transmitted through... 27% VLT means 73% of the light is blocked. It would make more sense that the 27% number labeled is actually referring to light blocked (reflected)... but that is opposite how the standardization works.
